A micro-credential is only as useful as the trust it commands. A technician who completes a rigorous, competence-based training programme in high-voltage battery systems deserves a credential that an employer in Lisbon, Helsinki, or Barcelona can open, read, and rely upon without having to phone the training provider to ask what it means. That is the promise of well-designed digital credentials and coherent quality assurance. And it is a promise that, across much of Europe’s automotive training landscape, has yet to be fully kept.
The AutoCredify Good Practice Mapping Report dedicates significant analytical attention to these two dimensions, and for good reason. Governance and assessment set the foundations of a trustworthy micro-credential. Quality assurance and digital infrastructure are what make that trustworthiness visible, verifiable, and portable across providers, regions, and borders.
The Problem: Credentials That Are Verified but Not Actionable
The EU has invested substantially in building a digital infrastructure for learning credentials. The Europass Digital Credentials Infrastructure (EDCI), the European Learning Model (ELM), the European Skills, Competences, Qualifications and Occupations framework (ESCO), emerging trust services based on the European Blockchain Services Infrastructure (EBSI), and the EU Digital Identity (EUDI) Wallet together constitute a serious and increasingly coherent architecture for issuing, describing, storing, and verifying learning credentials across borders.
These are meaningful achievements. A credential issued through this infrastructure is tamper-proof, machine-readable, and structured to carry rich metadata: learning outcomes, workload, EQF level, assessment type, quality assurance reference, and stackability information. In principle, it gives employers and public authorities everything they need to evaluate a credential quickly and confidently.
The problem identified in the AutoCredify mapping is not the infrastructure itself. The problem is that the infrastructure’s real value depends entirely on what issuers put into it. Across the training practices reviewed, learning outcomes are frequently described in narrative form, inconsistently mapped to skills taxonomies, and rarely encoded with sufficient granularity to support meaningful cross-provider comparison or labour-market analytics. The result is what the report describes as credentials that are “verified but not actionable”: formally authentic, but weak as instruments for workforce planning, curriculum renewal, or employer decision-making. A beautifully packaged digital credential that says a technician “understands EV battery systems” tells an employer very little. A credential that specifies the competence level, the assessment method, the safety standard against which performance was evaluated, the issuer’s QA basis, and the stackability pathway it belongs to tells them a great deal.
This gap between technical capacity and actual practice is one of the central quality assurance challenges that AutoCredify is working to address.
What Quality Assurance Actually Means
Quality assurance in the context of micro-credentials is not simply a matter of institutional compliance. It is, fundamentally, about making reliability visible to people who did not witness the training and assessment directly. An employer hiring a technician certified in ADAS sensor calibration cannot personally verify that the assessment was rigorous, that the assessor was technically current, or that the training used real vehicles rather than a PowerPoint presentation. Quality assurance mechanisms are the systems that create that confidence without requiring direct personal knowledge of the provider.
The AutoCredify mapping identifies several distinct levels at which quality assurance operates, and confirms that effective QA requires all of them to function together.
At the system level, national qualification frameworks, public accreditation systems, and sector-wide standards bodies provide the broadest layer of QA legitimacy. Where micro-credentials are embedded in recognised national frameworks, as with Portugal’s CNQ/UFCD architecture or New Zealand’s NZQA system, the credential automatically carries a signal that it has passed through a recognised scrutiny process. Learners and employers do not need to evaluate the provider in isolation; the national framework provides a reference point.
At the institutional level, provider accreditation, internal QA policies, and external review cycles ensure that individual training organisations operate with consistent standards. The mapping confirms that this layer is strong in university-led programmes such as the FPCAT-UPC micro-credentials in Catalonia and weak or opaque in much of the fragmented private training market in Spain and Portugal, where assessment methods, completion rates, and learner outcomes are rarely made public.
At the credential level, the quality of the credential descriptor itself is a QA mechanism. A credential that clearly states what was assessed, how it was assessed, against what standard, by whom, and with what QA reference enables any reader to form a reasoned judgement about its value. A credential that states only a course title and a completion date provides no such signal.
The mapping is clear that all three levels are necessary. Strong national frameworks with weak credential descriptors still leave employers unable to distinguish robust provision from superficial offerings. Excellent credential descriptors from providers without any recognised QA basis create trust in a vacuum.
EBSI-VECTOR: Building the Trust Backbone
Among the digital infrastructure examples analysed in the mapping, the EBSI-VECTOR initiative deserves particular attention. EBSI-VECTOR has developed an EU-level trust infrastructure that enables tamper-proof, verifiable credentials using distributed ledger technology, fully aligned with the European Learning Model and European Digital Credentials for Learning standards. It supports rich, machine-readable metadata, enables cross-border verification and interoperability with national credential platforms and wallets, and positions credentials explicitly within the broader European Digital Identity ecosystem.
For AutoCredify, EBSI-VECTOR represents a future-proof interoperability backbone. Automotive micro-credentials issued through EBSI-compatible infrastructure would be verifiable across all participating Member States without requiring bilateral recognition agreements or manual checking by human administrators. A technician who completes an EV safety certification in Navarre and moves to work in Helsinki could share a digitally verified, structured credential that any employer or regulatory authority in Finland could read and evaluate without further contact with the Spanish training provider.
The mapping is equally candid about EBSI-VECTOR’s limitations. Adoption across Member States remains uneven. Integration into national VET and higher education information systems is incomplete. The technical onboarding requirements can be demanding for smaller providers and SMEs. And critically, EBSI-VECTOR does not itself define credential quality. It is a trust and interoperability infrastructure, not a quality standards body. The sector-specific governance, assessment standards, and occupational relevance that make a credential worth trusting must be defined elsewhere, by the sector, the national frameworks, and the training providers themselves.
This is precisely the division of labour that AutoCredify operates within: leveraging the EU digital infrastructure for verification and portability while contributing sector-specific governance and quality content that the infrastructure alone cannot provide.
Making Quality Visible: The Role of Structured Metadata and Skills Tagging
When a digital credential encodes not just a course title and learning outcomes, but also specific skills descriptors linked to ESCO occupational profiles, proficiency levels, and performance conditions, it becomes a far more powerful signal to employers, public employment services, and VET authorities.
Skills-tagged credentials enable employers to search for and compare candidates based on specific verified competences, not just credential titles. They enable public employment services to match jobseekers more accurately to vacancy requirements in the automotive sector. They enable VET authorities to identify gaps and overlaps in provision, update curricula in response to changing labour-market demand, and direct public funding toward micro-credentials with demonstrable employment outcomes. And they enable outcome-based quality monitoring: when credentials carry structured employment-relevant skills data, it becomes possible, over time, to track whether holders of specific credentials are actually finding work, progressing in their careers, and applying the skills that were assessed.
The mapping draws on the US Credential Value Index (CVI), developed by the Burning Glass Institute, as an illustrative example of what outcome-oriented credential transparency can look like in practice. The CVI links real-world labour-market outcomes, including wage gains, career transitions, and re-employment rates, to specific credentials across more than 23,000 non-degree qualifications. For AutoCredify, the lesson is not that Europe should replicate the CVI directly, but that outcome-linked credential data is a genuinely powerful tool for aligning funding decisions, guiding learner choices, and incentivising quality investment among providers. Incorporating even basic post-training outcome tracking into pilot design, particularly for unemployed and low-qualified learners who have the most to gain, would significantly strengthen the evidence base for future scaling.
The Trainer and Assessor Dimension
The mapping is explicit that digital verification and rich metadata cannot compensate for weaknesses in the people who deliver and assess training. In safety-critical and rapidly evolving domains such as EV systems and ADAS calibration, trainer and assessor competence is itself a core quality assurance condition, not a background assumption.
If a VET teacher delivers high-voltage safety training without being personally certified to the relevant technical standard, the pedagogical quality of the session may be high, but the technical authority behind the assessment is undermined. The 2023-2024 teacher training programme in Navarre, discussed in Article 5 of this series, demonstrated concretely how this challenge can be addressed: by enrolling VET teachers in the same three-level DGUV-aligned certification pathway used by industry technicians, the programme established that both the pedagogy and the technical safety validation were anchored in recognised external standards.
The mapping recommends that quality assurance frameworks for automotive micro-credentials should include explicit requirements on trainer and assessor technical currency, periodic recertification cycles linked to technological and regulatory change, and public documentation of these requirements within credential descriptors. An employer reading a digital credential should be able to see not only what the learner was assessed on, but also that the assessor who conducted the assessment held a current, recognised qualification to do so.
A Minimum QA Package for Trustworthy Automotive Micro-Credentials
Drawing together the evidence from across the mapping, the report proposes a minimum quality assurance package that should be embedded in every automotive micro-credential issued under the AutoCredify framework. It includes a clearly designated quality assurance owner with responsibility for both credential integrity and continuous improvement; a defined periodic review and update schedule linked to technological and regulatory changes; documented assessment formats and performance rubrics with transparent pass and fail criteria; explicit trainer and assessor qualification requirements; structured credential metadata published for employer verification and cross-provider comparability; and, where public funding or vulnerable learner groups are involved, basic post-training labour-market outcome indicators disaggregated by learner group and provider type.
This package is not bureaucratic complexity for its own sake. Each element addresses a specific trust gap identified in the mapping. Without a designated QA owner, credentials drift over time without anyone being accountable for their currency. Without update schedules, EV credentials become technically outdated as battery technologies and safety standards evolve. Without transparent assessment rubrics, employers cannot distinguish a rigorous competence demonstration from a supervised attendance exercise. Without outcome tracking, public investment in micro-credentials cannot be evaluated against the labour-market impact it was designed to achieve.
What AutoCredify Is Doing About It
In its pilot design work under Work Package 5, AutoCredify will ensure that digital credential issuance, structured metadata, and quality assurance documentation are treated as first-order design requirements for every micro-credential developed, not as features to be added after the training content is finalised. The project will explore alignment with EBSI-compatible credential infrastructure where technically feasible, and will ensure that all pilot credentials include the mandatory EU information elements defined in the 2022 Council Recommendation, including assessment type, workload, EQF level, QA reference, and stackability information.
The project will also work with pilot providers in Spain, Finland, and Portugal to develop shared credential descriptor templates that can reduce the administrative burden of compliant credential issuance for small and medium-sized training providers, who currently face the highest barriers to adopting structured digital credentialing.
The goal is straightforward: that every micro-credential issued through the AutoCredify pilots should be an instrument a technician can share with confidence, an employer can read with understanding, and a public authority can verify with trust. Quality assurance and digital infrastructure are not the most visible parts of a micro-credential. But they are the parts that determine whether the credential does what it promises.
