Of all the dimensions that separate a genuine micro-credential from a generic short course, assessment is the most decisive. You can have a well-designed curriculum, a credible training provider, and a professionally produced digital badge, but if the assessment behind the credential is weak, the credential itself is weak. The AutoCredify Good Practice Mapping Report is unambiguous on this point: across all three pilot countries and the international examples reviewed, assessment quality is the clearest indicator of whether a micro-credential will be trusted and used by employers, or simply filed away and forgotten.

This matters enormously in the automotive sector, where the stakes of poor assessment are not merely administrative. A technician who receives a certificate for attending a high-voltage safety course, without ever having to demonstrate safe working practices under supervision, is not a certified safe technician. They hold a piece of paper. The employer who hires them on the basis of that paper, and the customer whose vehicle they work on, deserve better.

What the Mapping Found: A Landscape Split in Two

The AutoCredify mapping of 112 training practices across Spain, Finland, Portugal, and international contexts reveals a landscape that is effectively split into two groups when it comes to assessment.

The first group consists of practices where assessment is competence-based, performance-oriented, and anchored in recognised standards. These include the DGUV-aligned high-voltage safety certifications delivered in Spain, Finland’s SFS 6002 electrical safety training and its live working certification for high-voltage battery systems, and ADAS calibration modules that require trainees to demonstrate precise sensor alignment procedures using real vehicles and diagnostic platforms. What these practices have in common is that they ask the learner to do something, not merely to know something. They require supervised task execution against transparent performance criteria, with documented evidence that the performance met the required standard.

The second group consists of practices where assessment, to the extent that it exists at all, is based on attendance, weakly specified theoretical testing, or no formal assessment mechanism whatsoever. The mapping found this pattern to be significantly more common across the short-course market in Spain and Portugal in particular. A learner who completes such a course may acquire useful knowledge. But they leave without a credential that carries any reliable signal of demonstrated competence.

This distinction is not a fine technical point. It is the structural weakness that the EU definition of micro-credentials, as set out in the 2022 Council Recommendation, was designed to address. Without rigorous assessment, credentials cannot be trusted. Without trust, they cannot be used effectively by employers. Without employer use, they have no labour-market value. The chain is only as strong as its weakest link, and in much of the current automotive training landscape, assessment is that weak link.

Why Assessment Is Especially Critical in the Automotive Sector

In many occupational sectors, the consequences of a poorly assessed credential are primarily limited to wasted training investment and a credential with limited labour-market value. In the automotive sector, particularly in the domains of high-voltage systems, ADAS calibration, and connected vehicle diagnostics, the consequences are more serious.

Working on a high-voltage battery system without appropriate certified competence is a safety risk to the technician, to colleagues in the workshop, and potentially to the vehicle owner. ADAS sensors that are not correctly calibrated after a repair can compromise the performance of emergency braking systems and lane-keeping assistance. These are not marginal edge cases. They are the daily reality of modern automotive maintenance and repair, and they are precisely the domains where the green and digital transitions are generating the greatest demand for new training.

In safety-critical domains, employers and regulatory authorities do not simply want a record of course attendance. They need verifiable evidence that a technician has demonstrated the ability to perform specific tasks safely and correctly, under conditions that are representative of real workshop practice, assessed against criteria that are linked to recognised technical standards.

This is why the mapping places such emphasis on what it describes as “performance standards” as distinct from “learning outcomes”. Learning outcomes describe what a learner should know or be able to do after training. Performance standards specify how well a task must be performed, under what conditions, and to what level of accuracy or safety compliance. Industry certification schemes, OEM training academies, and standards-based safety certifications like SFS 6002 and the DGUV framework tend to operate on performance standards logic. Many VET-led short courses operate primarily on learning outcomes logic. Both are valuable, but for safety-critical micro-credentials, the two need to be brought into alignment.

What Good Assessment Looks Like: Examples from the Mapping

The mapping identifies several concrete models of robust assessment that AutoCredify can build upon in its pilot design.

One of the best examples is the DGUV-standard high-voltage safety training that providers like TÜV Rheinland deliver in Spain. Assessment is structured across multiple levels, combining written theoretical knowledge tests with supervised practical tasks carried out on real vehicles. Progression between levels is conditional on successful completion of both components. The certification is internationally recognised, regularly updated in line with evolving safety standards, and carries high employer trust precisely because the assessment process is transparent and rigorous.

Equally significant is the 2023-2024 regional teacher training programme in Navarre, where VET teachers responsible for vehicle maintenance instruction were enrolled in the same three-level DGUV certification pathway. This is notable for two reasons. First, it demonstrates that robust competence-based assessment is practically achievable within a public VET context, not only in private certification markets. Second, it illustrates what the report calls a “dual anchoring” model: pedagogical responsibility and public certification remain within the VET system, while technical validation and safety compliance are anchored in industry certification schemes. The result is a model where teachers are certified against the same performance standards as the technicians they train, which strengthens the credibility of the credentials they subsequently issue.

Finland’s SFS 6002 training and live working certification for high-voltage batteries offer a further example of standards-based assessment that the automotive sector can draw on directly. The live working certification requires hands-on competence demonstration under supervision. Its primary limitation, noted in the report, is that assessment practices can still vary between providers, highlighting the need for external moderation and standardised rubrics to ensure comparability.

The FPCAT-UPC micro-credentials in electromobility from Catalonia demonstrate that formal summative assessment can be embedded in modular, university-led provision that is also digitally issued and stackable. Their use of assessment rubrics tied explicitly to learning outcomes, mapped to EQF level descriptors, provides a replicable template for the documentation side of assessment.

The Practical Challenge: Assessment Costs Money

The AutoCredify report does not shy away from acknowledging that robust, competence-based, practically oriented assessment is more resource-intensive than attendance-based or purely theoretical alternatives. It requires access to equipped workshops and real vehicles or battery systems, trained and calibrated assessors, structured documentation of evidence, and, in many cases, external moderation to ensure comparability across providers.

For small private training providers and micro-enterprises, these requirements represent real logistical and financial challenges. The risk identified in the mapping is that if assessment infrastructure is not financially and organisationally sustainable, providers face strong incentives to revert to low-cost models, even when these are poorly aligned with occupational requirements. The result would be micro-credentials that achieve formal compliance with learning-outcome frameworks while failing to secure labour-market and regulatory trust.

The report identifies several practical models for addressing this challenge. Shared assessment centres, operated by consortia of VET providers, employer associations, or regional hubs with OEM-aligned facilities, can spread the cost of workshop equipment and assessor capacity across multiple issuers. Workplace-embedded assessment, where competence is demonstrated within normal production workflows under approved and trained supervisors using standardised rubrics, can significantly reduce time away from work and duplication of infrastructure. Hybrid models, combining simulation-based assessment of lower-risk knowledge components with targeted in-person demonstration for high-stakes physical tasks, can reduce the number of fully supervised in-workshop sessions required while preserving the integrity of the competence signal.

These are not theoretical options. They are practical design choices that AutoCredify will actively explore in its pilot work, in dialogue with training providers, employers, and sector bodies in Spain, Finland, and Portugal.

What AutoCredify Is Doing About It

The assessment dimension is central to the pilot design work that AutoCredify will undertake under Work Package 5. Drawing directly on the mapping evidence, the project will prioritise competence-based, practically oriented assessment as the default standard for automotive micro-credentials in EV safety, high-voltage diagnostics, ADAS calibration, and connected vehicle maintenance.

Concretely, this means working with pilot providers and industry partners to develop standardised performance rubrics aligned to recognised occupational and safety standards, defining clear documentation requirements for assessment evidence, and exploring viable models for assessor training, calibration, and external moderation. It also means ensuring that assessment outcomes are captured in digital credential descriptors that are structured, verifiable, and aligned with the EU mandatory information elements established in the 2022 Council Recommendation.

The AutoCredify mapping is equally clear that trainer and assessor competence must be treated as a first-order quality condition, not as a background assumption. Trainers who teach high-voltage safety must themselves be certified to the relevant technical standard. Assessors who evaluate ADAS calibration must be current in their practical knowledge of the tools and protocols they are assessing against. The Navarre model of standards-based teacher certification provides a directly replicable pathway for ensuring this.

The broader principle is simple but consequential. A micro-credential is a promise: a promise to the learner that their competence has been formally recognised, and a promise to the employer that the holder of the credential can do what the credential says they can do. Keeping that promise requires assessment that is designed, conducted, and documented with the same rigour that the occupational context demands. In the automotive sector in 2026, that standard is not a bureaucratic aspiration. It is a practical necessity.
